LeashAll

This update adds a new server-side configuration system for modpack creators. You can now allow or block specific entities, use entity tags in config entries, and optionally limit how many mobs each player can have leashed at the same time. By default, the mod still works exactly as before with all mobs enabled and no leash limit.
