2.1.13 hotfix release for FabricMC 1.21.10:

• fix(chroma): resolve incorrect chroma color application and style two outlines
  • Adjust Style Two text outline offsets dynamically to properly support Unicode fonts.
  • Correct the colorless sequence generation in DrawUtils to base outlines on the resolved chroma state, fixing color bleeding.
  • Implement StyleExtension to preserve custom chromaDisabled flags during vanilla Style#applyTo merges, fixing broken color inheritance.
  • Prevent global chroma color from overriding specific HUD elements (health strings, slayer defence, deployables) via TextUtils.withFixedColor.
  • Bypass chroma application in FontHook for explicitly disabled styles.
  • Wrap vanilla experience bar rendering to halt chroma dynamically and ensure proper display.
  • Update Healer dungeon class display item to use a valid healing splash potion.
  • Respect the animated deployable setting when rendering dummy armor stands in the HUD.
